Contacts Duplicating Samsung Galaxy S3 Exchange

I have a Galaxy S3 that is duplicating contacts on an SBS 2008 server. I'm fairly certain it is the cell phone that is causing the issue. The user in question has some 4000 contacts so when they duplicate it is a real issue and takes on the order of several hours to properly delete everything out of Exchange. We have replaced the phone with a new one (went from an S2 to an S3), patched the server, and switched from the native mail app to using enhanced email. Once the contacts are cleared, exchange account removed from the cell phone, OWA allowed to catch up with the 200k deletes, and then the phone is re-synced it behaves for the better portion of a few days. Then it starts duplicating again. I'm almost at the point where I'm going to tell them to sync their contacts one time and then stop. Open to suggestions if anyone has any ideas on what other options there might be. We have other users with Samsung phones with no issues on the same server but no one else with the shear number of contacts as this person in particular.
