Internet downloads

Does anyone know of a software I could install on a small windows 2008 network.
It's just a small network with one terminal server, a few workstations and thin clients.
We are having excessive downloads. 250GB per month. The ISP (DH's) have ran test and all they are telling me is...not our fault. When I ask for a download log they give me a summary report not telling me much at all.
I have a Fortigate 30B in line . It does not show these downloads in the traffic log at all.
When I shut down the router modem downloads stop.

I just like to know where these packets are going: In and out, to what IP, what ports?
Is there such a software I can install?

I am very confident there is no virus. We run Trend on the Network. I have tested it with several other AV products too.

There is also a VOIP system on the networkin the same network segment.
Can someone help me resolve this issue?
