How can I determine if an Exchange 2003 server is allowing relay?

One of our customers has a non-domain account that is currently sending email out using their Exchange 2003 server.

I have been told to check if their Exchange 2003 server is allowing relay.

How can I do this?

Please provide me with the exact steps.

Can you please provide me with the exact commands that I will be typing in to try sending an email using a dummy email address against this organization's public IP address?

Can you please provide me with the exact steps on how I can "check the Message Tracking and check that only my internal users or domain is using my server for relay.
Check with the connector settings if it allows anyone\everyone for relay or just some selected IP's"
