Custom .net .aspx page in sharepoint

Limitations I have:
1) I do not have admin access to the sharepoint server. But, I am the owner of the site. All access is via the web GUI.
2) I do not have the ability to connect visual studio or sharepoint designer to the site.

Tools I am using:
1) Visual Studio 2010

What I would like to do:
1) Create a custom .aspx page in Visual Studio that reads data from an XML file (or other datasource) I can store on sharepoint.

Is is possible to create a .aspx page and just upload it to sharepoint? Are there any references I need to add to the page or project?

Hi,
you would have to use inline script in the aspx page.
If it is a standard configuration you can not just upload the page because SharePoint security will block the inline script execution and throws an error that Inline script is not allowed.

The question is:
What do you want to achieve with the page?
Where is the Xml file stored?
Which SharePoint version AND edition do you have?

I would like to use a chart or gridview control to display data.
The XML file will be in a document library
I have 2007 enterprise.
