Recover Deleted Outlook 2010 emails non-exchange setup

I have a laptop with Windows 7 pro system with Outlook 2010 installed.  The user deleted emails by mistake.  I looked at the folder size properties and it's reporting 175 mb of email.  Yet, I know this client has a lot more email and the PST file is reporting 32 gigs.  I made a copy of the PST file before attempting repair.

I ran the SCANPST.exe file - it said there were errors and repaired, them.  Yet the PST file size is still 32gb, but the messages are still missing.

I used Knoll recovery and ran the Outlook Repair program. If found files repaired them and said open outlook to look at the files, but the messages are still missing.

Well the recovery option was available and I did restore to the date the user reported the issue. That did not fix the issue. However, the file properties is still reflecting the messages and PST file to be 32gigs.  Yet the file in side of Outlook reports the file at 155mb not the 32gb.

Depending on the Exchange version deleted items (and the dumpster settings) can vary.
If the user hard-deleted the mail (not via deleted items being emptied) then do a google search for the registry flag "DumpsterAlwaysOn".

This enables the Recover-Deleted-Items from all folders (eg. INBOX) and - if retention of deleted items is set on the server - you may be able to get them back.
@Postmaster - as I stated in my question - it is a NON-EXCHANGE setup.  There is no exchange server.
