Exchange 2007 Calendar permissions & locking down access

We are running Exchange 2007 (native mode) and Outlook 2007, no public folders.  I've set permissions for a specific conf room mailbox (setup as a Room Mailbox) so that all users (except for admin) have the ability to view free/busy data, but that's it.  However, users are still able to create an appointment and add the conf room (as a resource) and successfully save to the conf room calendar (it adds as "tentative").  

Is this by design?  I was hoping to be able to allow users to view the availability of the room, but go through a designated delegate when trying to book it.  But so far I haven't been able to setup the mailbox to lock this down.  Let me know if more info is needed, thanks!
