Unlock Checked out document on Sharepoint

There are a set of documents checked out many moons ago and there is no way they can be checked back in.  I need to somehow manually remove the lock or discard the checkout.

I selected discard checkout and there was no change.
Hi,
how do you select the discard checkout:
- from a list view
- from the list item edit form
- from a context menu
- from "Manage Content and Structure"
?

Which browser are you using?
Which SharePoint version and edition?
Are there any Javascript error messages?
Perhaps you may have to look into the SharePoint ULS log.

We have no sharepoint administrators here, so we're fumbling around like idiots.  I can send some other screenshots as a followup, if that is helpful.

I am using ie 8. Version appears to be 12.0.0.6421

In order to try to discard the checkout I go the main site, select Manage Content and Structure, drill down to the proper subsite and Shared Document folder, and select Discard Check Out.  No error message, but the document still shows as checked out.

you may try two alternatives:
1. Through list view
Therefore open the document library and use the context menu on the item from there

2. Through Item Properties
Go to the document library and use the context menu of the item and select "View properties". Then use the "Check in" menu entry.

Then you should be asked to override the check-out.

In list view I don't have the option.

Using method 2, I pressed the check in, pressed OK, and got the dialog box.

And then get this:

can you verify that you have either full control or that you are a site collection admin (please consider item level permissions as well)?
Download and reupload produces an error message:

Are you trying to over write the file? Or did you try changing the file name?
Can you upload any document?
Is this happening on all document libraries?

I'm a member of the group "Live Site Owners" which is supposed to be full control, but I see this:

I was trying to replace.  If I upload a file with a different name it works fine.  I can check that out.  And discard the checkout even if I don't check it back in.
This is true, but it does not explain how to find who is the site collection owner or Admin.
