Group policy applied to members of two groups?

Is there any way to apply a group policy to members of two groups?  Meaning, only if the user is a member of group1 AND group2?

I have a client that has groups that represent geographical locations and departments.  THey have a need to apply some policies to the folks that are member of the Finance department in Beijing.

Easy. But remember group policy is applied to OU's not groups. And you can have groups of groups.

I'm aware of the fact they are applied to OUs.  They use the groups to grant read/apply permissions to the group policy.  

All the users are in one OU: Users.  They apply the group policy to that OU.  Policies that target Finance have read/apply permissions set to the Finance group only.  Same method for Geographical group.  Now they want to apply a policy just to Finance in Beijing.

I'm thinking of applying the policy to the Sites object and using the Finance group to grant read/apply.  Only caveat if the user travels to the USA, they won't get the policy but that may not necessarily be a bad thing.
