CopyingMirroring a Database

I have a small SQL Server database that, when backed up, is about 60 MB. The database currently resides on a network server. that is only available from within the firewall. I need to mirror it on a number of laptops each running SQL Server Express so that the users can do queries while outside the firewall.

I am looking for the best way to mirror it when the laptop is connected to the network. Some ideas:

1) Back up the DB to a file, copy the file to the laptop, and create the DB on that server.

2) Query each and every table from the laptop and then write the data to the local DB.

Any other ideas? What would you do?

Please don't ask why. I'm already pushing back on why the users don't have VPN access so we can avoid all this monkey business. For now this is what the client wants.
