The process cannot access the file because it is being used by another process

I have a customer that is getting the error "The process cannot access the file because it is being used by another process" when using Sage Business Works.
Here is the scenario.  
They were on a 2003 server with no domain and had no problems.
I built them a 2008 R2 host and added a Hyper-V VM and made it a DC.  Installed the Sage software and ever since they get the error "The process cannot access the file because it is being used by another process".  Sometimes they get it if another user is accessing a particular part of the program.  I've contacted Sage and they state it is not a Software problem but an environmental problem.  Sometimes they get it when only one user is on the system.
There is  no Anti-Virus on the server.  I've disabled Volume Shadow Copy, because it was getting errors.
There is very little running on the Server.

I had them keep a log of the errors today and the exact times.  I checked all the event logs against the times of the errors and there is nothing in the event logs even close to the times they get the errors.

So please help me identify the cause.  It is really effecting their work.

May we have some more detail?
Are the users using a domain connected computer with a domain account and getting the error on their workstation?  Which file is it unable to access?  Is it the database or a db record?  This info will help with the troubleshooting....

Yes each computer is connected to the domain.  As an example if they try to view an inventory item and another user has inventory open, they can't or if they try to do an order entry and another user has it open they can't.    
Not sure what you mean "is it a database or db record"

Is the Sage softweare compatible with 2008?

they do not need to Upgrade to a later version of Sage?
I'm having trouble finding hot fix 4.  Link please

Yes the installation of the VM was at the console and logged in as Admin

The IP is assigned statically, no bridge

Yes Sage is compatible and No they didn't need to upgrade, but now we can't go back.
I still need the link to hotfix 4
