2008R2 Standard Folder Redirection Missing in Group Policy

I'm missing Folder Redirection (folder) in group policy. I go to User Configuration WIndows Settings and no Folder Redirection. Do I Have to create it? I tried command promtp regsvr32 fed.dll but cam back with a message The module fde.dll was loaded but the entry point DLLRegisterServer was not found. Make sure that fde.ll is a valid dll or ocx file and then try again. Do I need to add another role to my server? Or do I have to create this folder? I noticed under administrative templates system it has a redirect folders?

It is indeed an administrative template not an user policy. As you redirect folders on server lvl

Ok I went to Group policy default domain policy right clicked and edit. I found the Folder redirect and completed the info for the redirection. I'm not seeing it take place. I changed the group policy time to 1 minute to take affect, but still nothing.
How many DCs in how many sites, with what kind of links?  Could just be replication.
...also, users will need Full Access on the share.  Check event logs for errors...especially 112.
