Cannot add "collect data from a user" or "assign a form to a group" action to a workflow in SharePoint Designer 2007

Hello.  I am trying to add a "collect data from a user" or "assign a form to a group" action to a SharePoint Designer workflow and I am receiving the following error:  "You do not have permissions to do this operation.  Ask your website administrator to change your permission....".   I am an owner on the site.  I am not the site collection administrator.  I have created basic approval workflows successfully on the site already.  We are running MOSS 2007 Standard.  Enterprise is not required for these actions is it?  I'm assuming there is a permission setting somewhere in SharePoint Administration.  If there is, could someone direct me as where to find it so I can communicate properly with my site collection admin?

Thanks.  I'm reviewing the link now.  I also noticed that I'm no longer able to access Custom Content Types that I have created nor am I able to view Site Columns.  I can't even add an existing site column to a list.  They must have changed something on the permissions side by accident.  I appreciate your assistance.

I am now thinking everything is related to the fact that I no longer seem to have access to Site Columns.  I believe that when building a workflow with a "Collect Data from a User" action, it creates a Custom Content type where the workflow is defined and also creates Site Columns to be associated with the content type.  Sometime last week, for no apparent reason, I noticed that I cannot view the Site Columns gallery nor can I add an existing site column to a list or library.   I can view the Content Type gallery but I can't open any of the custom content types I have created previously (I'm assuming because it would have to query the Site Columns list).  I am getting the "Access Denied" error from the top-most site that I have access to, throughout all of the sub-sites.  It seems other people have had similar issues but I don't see a resolution.  Any ideas?  Here are a few links Site Columns Access Denied  and Can create new but not add from existing site columns on a list or library
