Are the EXEs being used compatible with Windows 8?

First thing I would do is move the quotes in the first path to the ends of the path like this:  "C:\FRAME RATE LIMITER\FPS_Limiter.exe"

Got it working. FPS_Limiter.exe has to be set to run as administrator in properties and the quotes need to be around "FRAME RATE LIMITER". This will bring up the cmd window and everything runs. When closing Prepar3d.exe a message is displayed in the cmd window to hit any key and it closes. Thanks for your answers.

start C:\"FRAME RATE LIMITER"\FPS_Limiter.exe /r:D3D9 /f:30 /x:OFF /l:OFF C:\Prepar3d\Prepar3d.exe
