Crystal Reports parameter doesn't work in the cross tab

Okay.  What I have is a high balance report that looks at customers with a high balance and then age's their balance.  I have a parameter that basically lets me enter a threshold amount to pull clients into the report.  The base report works fine.  When I insert a crosstab into the header what I get is all clients with all balances.  The threshold parameter doesn't work in the crosstab.  Ex:  Give me all clients with 10K balance (which I put in the parameter field) the base report does pull just those clients with that high a balance, the crosstab pulls everybody in the entire database with any amount of balance.

What am I doing wrong?

The balance is calculated in the base report "Sum of @Balance".  I sum each line in the detail and then inserted a sum into the grouping section.  What happens is the Sum of @Balance is greater than or equal to {?Balance Threshold} or the parameter which is how the parameter for the threshold is entered.  Hope that makes sense.
