We have a services that is causing us a lot of issues when it doesnt start with the windows reboot for instance.  Is there a way for windows to inform us of the non-start of a windows service?  Some sort of auditing service?

Check on the recovery tab of the service. Not sure if it'll work for the start up of that service, but you can run a program to send you an email if it fails to start.
