Strange Text box behavior on a form tab

I have a strange situation.  I am trying to copy/paste a text box on to a tab on a form.  But for some reason it is appearing on both tabs of the form.  There are only two tabs.  Can someone tell me why this is happening?

Make sure you have the actual page selected.

-  Ctrl-C your textbox
-  Click on the tab for the page you want to paste it on (you should see that page oulined, but not the others)
- Ctrl-V
