is this recent? then try a system restore to a date it was ok

did you try a clean boot as shown here :  http://answers.microsoft.com/en-us/windows/forum/windows_vista-hardware/windows-has-encountered-a-problem-communicating/26843531-017e-4ba7-8792-29bfafd29f10

or a repair :  http://www.justanswer.com/computer/5y7is-windows-encountered-problem-communicating-device.html

if you want to test the disk, i suggest to download UBCD, make the cd, and boot from it; then run the disk diag for your disk brand in the HDD>diagnosis section
http://www.ultimatebootcd.com/                              ultimate boot cd
http://ubcd.mirror.fusa.be/ubcd511.iso                        direct link UBCD

did you try a system restore?
why do you replace the HD ? did you test it?
that is the first thing to do if you suspect it

i took it out, put it on a USB to SATA device to backup the data.
it takes a million years until it can be read...and when trying to copy  some files cannot be copied... (corrupted and many other error messages)

best connect the drive to a normal sata connector - not via USB
but yes, that indicates disk problems
best run a diag on it , to be sure
if the diag can't repair it, try HDDRegenerator, it repaired many drives for me :
