Problem have to press an additional key so Quioted and single Quotes to appear

This has been happening for some time.  Whenever I press quotes key or the single quotes key, I have to press the space bar key in order to be displayed.  

We searched the web and found the most probable caused is that the keyboard is not US only or the keyboard layout has been installed additional keyboards.

We checked and there where an additional keyboard and we proceed to delete it and jut leave the default USA keyboard.

But it didn't work.

We would like the function of when pressing a quotes key, the characters appears.  Not  that we need to press another key in order to have it appear.

The PC with the problem is a windows 7 pro

Ramante--When and where is this happening?  A particular website where you type into a field, email, MS Word, etc.?  All websites?  Everywhere?
Have you tried another physical keyboard?
Do you have any hotkey programs (like Autohotkey, Clavier, etc.) installed?

This is a notebook. And it only happens when in an email and word (maybe Excel, not sure).  When pressing on a text box or an address bar, it works fine; displays quote and don't have to press additional keys

Don't understand I don't need "type in a foreign language" in my PC or "How to change your keyboard layout", we have done that (deleted the additional keyboard and left the USA keyboard).

We need to fix the quotes issues.
