IPad apps in App Store vs iphone and upgrading apps

I recently bougth a new Ipad and synced it wiht my iphone and IO noticed most apps look ok but some are a little blurry in full screen mode. I am assuming this is because it was made for a Iphone and the Ipad screen is bigger.

1. In the app store on the Ipad does it only show ipad compatible apps or do you have to sift through iphone and ipad version?

2. I noticed a lot of them said HD, does HD mean it looks better on the Ipad? does HD work on the IPhone too or is it more for the ipad so if I were to upgrade a few apps would it be ipad only or both iphone and ipad?

3. Is there a way to upgrade a app you already have to the HD version or do you have to just re-buy it?

Any app that will run on the iPhone will also run on the iPad.
For some apps, there are separate versions specifically for the iPad.
Most of the time, if you pay for the iPhone app, you are also entitled to download the iPad version of the same app without paying an additional amount but it's up to the particular app creator.

In the iTunes store, you can choose to view iphone apps or ipad apps by selecting the "iphone" or "ipad" button at the top center of the screen in the itunes appstore or, if you are in a search, by selecting "ipad apps" or "iphone apps" on the right-hand side of the screen.

An "HD" app is a version of an app that was written specifically for the iPad.  Again, sometimes if you pay for the "regular" version on the iPhone, you get the HD one included in the price, other times you don't.
