Rate limit on Cisco Router

Hello Experts:

I have a Cisco Router 3800 series router, i Would like to use the rate-limit on specific traffic for certain subnets.  

interface GigabitEthernet0/0
rate-limit input access-group (Port) 128000 64000 64000 conform-action transmit exceed-action drop

For the Access List I have tried to use this command but it does not work.
access-list 80 permit tcp any eq www host 192.168.10.0 0.0.0.255
