Exchange 2010 Global Address List GAL issue

The issue is that Exchange 2010 Global Address List GAL not being the default view for outlook 2010 address list.

After setting up a new mailbox, everything seems to be working fine as expected. once outlook is restarted, the default view of Address List changes to All Groups and OAB is also showing only All Groups while offline.

I have created and applied Address Book Policy to few users. the results are same.

Exchange 2010 'ShowGalAsDefaultView' value is set to True for all users.

setup:
Exchange 2010 SP2 Rollup 3 migrated from Exchange 2007.
Outlook 2010 SP2 on windows 7 Enterprise.

Thanks in Advance.

appears like the OAB assigned\point to the Mailbox Databases are having only the All Groups address list, can you check whether the default OAB is included to have all address lists?

Hope there is no GPO thats affecting this for all users (My very doubt)

I can try to push this for one user manually and try to restart his machine and check if it happens again its some GPO for sure

Create a New Offline Address Book to include the Default Global Address List and Assign the New OAB to a Test Mailbox Database, -> Move a test user account to that test database -> configure the outlook profile -> download OAB and see the result. If everything is normal -> Assign the newly created OAB to all the Mailbox Databases
