Google Apps Vault Questions

I have setup a new domain for a client and signed up for Google Apps Vault. There are still 3 things I can't figure out.
1) How do I setup only a specific user to be archived.
2) Is this user able to access only his vault and not the whole domain
3) How do Import PST files from previous archive solution to Vault?

Any help is greatly appreciated.

1)  Did you purchase Vault for the full domain?  Vault is managed, in part, through the subscriptions screen in cPanel.

2) Yes

3) Importing PST files into Gmail imports them into Vault.  If you are worried about the 25GB limit for live email, you can set retention rules for Vault and a rule to purge vaulted email from the inbox.

thanks. 2 more questions if you don't mind.
1) Where do I find the vault for a specific user?
2) In the control Panel I can't find any settings of choosing which user gets vault and which doesn't. I don't really want to setup all 150 people in the domain with vault only 50.

I can't seem to find any documentation for this service, it seems very underdeveloped. Do you have any clue where I can get this? I have so many questions about this service.

I stand corrected, per-user licensing / assignment is not yet released.  Vault is currently an "all or nothing" proposition.
