Can someone please explain what does relink all command do?

When does one need to relink Oracle?

Under normal circumstances, you shouldn't have to relink Oracle.  It should be done automatically (if needed) when you install an Oracle patch.  The only time that you should have to relink it yourself is if you install an operating system patch that affects the system libraries.

What the command does is rebuild all of the Oracle executables.  It only needs to do the link phase of that as the objects are already compiled.  It is just putting together the program with the libraries it needs and writing out the executables.
