The SAN Headquarters and the Group Manager has reported the clock battery charge is low. It has two TYPE 7 controllers and on firmware R264411.  How can I fix the "clock battery charge low" member health conditions?

You should open a case with Dell. The battery May not be field replaceable, in which case they will need to send you repayment controller(s). At any rate, open up a support case with Dell and they will take care of you if the problem hasn't already resolved itself. Were you without power for a while?
