All of your past purchases are stored on your Windows Phone account. The link that reach2sandeep posted shows you all of your past purchases and downloads. You can send them to your new phone without repurchasing the apps.
On the phone marketplace, you can re-download the apps as well. You may have to click the PURCHASE button, but the store realizes that you already own the app, and you will see a screen informing you that you have already purchased this app, would you like to reinstall it?
Click yes, and the app will install on the new phone for free.
