SharePoint 2013 Adding List Items

I have a new installation of SharePoint 2013 Enterprise, and am consistently having an issue with adding list items to any list I create.  I can however upload documents to document libraries.  When I attempt to add a list item, I get the following error (also seen in attachment): "The server was unable to save the form at this time.  Please try again.".  I found a couple of articles about this error but none of those solutions helped.  The front end server has no shortage of RAM, but I did try restarting the "SharePoint Search Host controller" service anyway per one of the articles.  I also haven't been able to pinpoint any relevant errors in the logs.

Does a site exist at the root (/) of the web application?

Yes the site at the root is a community site

I just deleted and re-created the web application and it doesn't seem to have a problem
