Windows HTC 8X  Phone Outlook email setup and synch with PC running Outlook

I have a Windows HTC 8X phone that i want to configure Outlook email and have it synch with the Outlook email on my PC running Outlook 2010.  My email account is not a Microsoft account but a registry.com POP account ( example: abc@design.com) . Not an Exchange account.  All the tutorials i found do not clearly state whether it matters to only be able to set up Outlook synching between Microsoft accounts.

You can't sync Outlook directly with Windows phone 8 but you can use a 2 step method that Microsoft describes here: http://support.microsoft.com/kb/2454811.
