Call Routing for Cisco Call manager

In an MPLS network, who determines the voice call routing for voice conversation from site A to site B? Is the phone A connected to CE at site A, or Call manager setting up the call connection between CE at Site A and CE at site B??

The call manager sets up the call then the call is between the two endpoints. Ip routing determines the path the packet takes from point A to point B. So in an mpls configuration if a route exists between site A and site B then the voice packets will go directly between them.
