I don't know what other information you will need to answer my question:
I am getting this error when I try to login  to a program on my website.
Would this be a server error or problem?

It appears the file you are trying to open is not in the pathname specified.  Try the code below:

<?php
$filename = '/usr/local/lib/php/extensions/no-debug-non-zts-20060613/suhosin.so';

if (file_exists($filename)) {
    echo "The file $filename exists";
} else {
    echo "The file $filename does not exist";
}
?>

Your server's operating system and vendor can be the cause of the issue.  There's an interesting webpage that might be useful:
