Password Reset in this day and age

So in this great day and age of smartphones my users hardly login to their computer.  I oversee an ambulance transport company and basically my medics really have no reason to login frequently to the base desktop.  All email is done on their phones.  Any suggestions on how to get them to login to get the notification to change passwords?  I dont have any software currently that will prompt/email them besides standard active directory.  I'm tired of changing a dozen passwords a week when they expire.
