exe.config file problem

hello all ,
i develop application using vb.net and I write settings in the app.config file
the problem when i restart debugging the file is empty and i have to write in the file again .
i want exe.config not to be empty when restart the debugging
any help ?

as you can read from http://emoreau.com/Entries/Articles/2007/03/AppSettings-revisited.aspx : "This configuration file is simply a XML file. You might be tempted in editing this file directly into the bin folder but never – never - never do that! Every time you will rebuild your project, this file will be recreated."
