MSSOAP Problem

I'm using the SOAP Tookit 30.  I have a VB6-based app that's in fairly wide deployment, and in general working fine.  However, when a connection is attempted in a particular client's platform (Win7 Pro), this error results:

WSDLREADER: XML Parser failed at linenumber 0, lineposition 0, reason is: No Internet session has been established.  
HRESULT=0x1: Incorrect function.
 - WSDLReader:Loading of the WSDL file failed HRESULT-0x80070057
The parameter is incorrect.
 - ClientOne of the parameters supplied is invalid
HRESULT=0x80070057: The parameter is incorrect.

The parameters involved are precisely the as at scores of other platforms (around the country) where the transaction is succeeding with perfection.  Something in the environment is evidently not right.  The system has no apparent malware system to interfere.

This MIGHT be a silly Windows 7 error to do with regional settings. You might try the advice in the following link :- http://www.dotnetonweb.com/61275

I am not actually sure if this was the solution, or not.  The problem was resolved (via mechanism I am not certain) before we got a chance to try it.
