Can I identify my Internet Provider from my Internet connection

Dell Inspiron 1501, Windows XP Home Edition

I use Outlook Express for my three email addresses.
I am currently in a new location   which has a WiFi connection which works well.
However I cannot send emails from two of the addresses - I assume the Outgoing Server Code is wrong.

  Can I discover who my provider is  from this connection (so that I can look for the correct outgoing server code)

How to confirm your IP address
 
Open Internet Explorer and browse to an IP identification web site; here are some examples:

http://www.whatismyip.net
http://www.whatismyip.co.uk
http://whatismyip.com.au
Take a note of the IP address that is reported, it will be in the format xxx.xxx.xxx.xxx.

Once you have identified your IP address, you need to confirm which ISP it belongs to.
 

How to confirm which ISP your IP address is allocated to
 
Open Internet Explorer and browse to:

http://www.ripe.net/whois

Enter the IP address you have obtained and press "Search".

The Results page will contain a substantial amount of information, it will probably contain some identification data for your organisation such as your address, telephone number etc.  Scroll to the bottom of the page and you should find a block of information starting "route:" which will contain an entry "descr:" which will identify your ISP. Here is an example entry:

I came up with this. Does this mean that Comunitel-MNT is the provider? Can I get the outgoing server information for that company?

sort of
VODAPHONE owns that range and is the ISP
type whois and the the IPAddress into google
open several links to trace and verify
often larger providers have bought others or use older names

that ip indicates
vodaphone espana
valencia

after having a quick look at the comunitel.net DNS servers their smtp appears to be:

smtp.iservicesmail.com

give it a try.

who do you pay the bill to
they should have the inbound and outbound
both on their website and via phone call

This is what I am getting. I tried many variations of mail.vodafone.es and smtp.vodafone.es and mail.comunitel.net but to no avail.  The hotel where I am staying seem to know little about outgoing servers. They do agree that Vodafone is the IP
