USB ports will not work with usb flash drives or usb extenal hard drives

HP Elite 8200 Windows 7 Pro 64 bit

Error states
USB device not recognized
Device has malfunctioned or is not recognized.

This happens with all usb flash drive or hard drives.  USB mouse works just fine and new ones do also.  The flash drives and hard drives work on other pc's just fine.

I tried a system restore and no help

Try going into the device manager and removing all the usb hubs and controllers. Do a restart, and plug the device into the machine after the usb ports have reinstalled

I removed all hubs and controllers, I restarted and all installed correctly.  Plugged in my usb mouse and it works, plugged in a flash drive and same problem still
