We have serveral folders, 2009, 2010 and 2011 with many subfolders inside.
Is there a good way to consolidate only the all files and subfolder under this year folder into a big folder called "consoldated"

you may need to be more specific, however have a look at robocopy.
it has heaps of command line switches that may be able to filter and copy/move the files based on the criteria you are after.

All files and folders under the year (eg. 2009, 2010, etc) will be put under a big folder ("Consolidated"). In the folders have been created, the files are then just put directly under it.

if you simply cut or copy and paste you will be prompted that folders already exist and you can choose continue - the only issue you will have is if two files have the same name in the same folder - but when this happens you can choose skip and then manually deal with these after (if you do cut/paste - these will be left behind)

How about if one folder exsitings with files, and I copy an empty folder. Will it still keep the files there ?
