I need a script or batch that can scan a domain and report back if a windows firewall service is enabled.  This would be for Windows XP and Windows 7 computers.   It would be slick if it could disable any found firewalls using the domain admin credentials.

Since you have a windows domain, it would be easier to accomplish your goal using group policy.

Open the group policy manager, create new policy "gpo_disablefw", edit the policy

Computer Config > Administrative Templates > Network > Network connections > Windows Firewall > Domain Profile  > Windows Firewall: Protect all network connections = Disabled

After that, link policy to ou where all your domain computers are, then you will need to go to client machines and

Start > Run > CMD > Gpupdate /force or Reboot.

Then you can Check the Firewall in Control Panel, it should be disabled
