Can someone tell me the names of other vendors that utilise Tcl Scripting other than Cisco?

BigIP's iRule language is based on TCL.

I think ADTRAN does, at least some of their models used to.

Not sure if Dell does, a lot of their commands look a lot like Cisco's, so its possible that Dell's are OEM'ed versions of Cisco devices.
