Creating Ad Hoc Network on Non-Jailbroken iDevices

I have an iPhone application that allows me to tether my LTE connection to a computer/laptop via ad hoc network.

I want to tether my iPhone 5's LTE connection to my iPad mini, but cannot seem to find an app that allows me to create an ad hoc network on my ipad mini.

The iphone app I am talking about is FlashArmyKnife.

If am aware that this possible with a jailbroken idevice through an app called MiFi.  My iPad mini and iPhone 5 is not jailbroken, so this is not an option at this time.  

I am looking for a solution that can be found in the current app store or done programatically without jailbreaking.

This is also an option I am aware of, but I didn't want to go down that route.  Thanks for the suggestion though.

Using personal hotspot is your only chance to tether you Internet without jailbreaking

Thanks for the input all.  Now that I am jailbroken this is no longer an issue.
