Does turning on an event, make an event?

When an event is turned on, does it back track?

What exactly do you mean by an event?
Normally, event logging is based on the application settings. There you can specify what should be logged in the eventlog.
Starting and stopping services however always generate an event in the eventlog.

Say you enable Event 630, does that make an event stating the it has been enabled?

As long as you don't enable 'audit policy change' you shouldn't get any events in the eventlog regarding enabling audit account deletion (event 630)
