Creating new mailboxes or users in exchange 2010

Hi there,
From AD exchange 2010 its easy to create users and their mailboxes.  I need to know which group a person should be a part of to make new mailboxes or user in exchange 2010:
Here is what I did:
I am a domain admin:
I loged into my email, all options, manage your organization, mailbox and there is no option to create NEW mailbox or user?  I added myself into the 'Mail recepient group' still could not see any 'New mailbox creation button.  
I simply want a person from our organization to have the ability to create new users with there mailboxes on exchange 2010 via their emails.  Is it possible?
Whats the best way?

Hi,
Let me ask you this.  Is there anyway in OWA that a user can create mailbox for a new user?
I have a testuser and I made that user to be a member of 'helpdesk' I logged in to OWA as that testuser and went into alloptions, manage organization, user/groups and this testuser was unable to make any new mailboxes?  Is this option not available when a user logs into OWA?

New Mailboxes can only be created through Exchange Console or Shell ..... you need to be member of 2 groups in MESG container in ActiveDirectoryUsers&Computers

1. View Only Admin group
2. Recipient Admin group

To answer your question for Helpdesk i guess you have created a RBAC and added user to it and it uses ECP
