I have almost gone though all above mentioned links. none of them of use until now.

There is only one email address policy, default address policy.
Are these users in a different OU or DB ?
Hope all Services are running ?

this is extracted from the details of cmdlet error in event log. anyone gone through this statement.

The LdapRecipientFilter "(&(&(|(&(objectCategory=person)(objectSid=*)(!samAccountType:1.2.840.113556.1.4.804:=3))(&(objectCategory=person)(!objectSid=*))(&(objectCategory=group)(groupType:1.2.840.113556.1.4.804:=14)))(anr=Personal*)(& (mailnickname=*) (| (&(objectCategory=person)(objectClass=user)(!(homeMDB=*))(!(msExchHomeServerName=*)))(&(objectCategory=person)(objectClass=contact)) ))))" on Address List or Email Address Policy "\Address Book" is invalid. Additional information: ANR isn't supported
