how to add translucent html code

anyone know how to create translucent page so you can see the background,   like the one on this website see sidebar,   you can still see background.

I need a method that will work on any browser.

it is a simple background declaration of an image and tranparent background.:

url("//www.blogblog.com/1kt/travel/bg_black_50.png") repeat scroll left top transparent;

The image is a simple 5px by 5px png with an opacity that allows the background to show through.  You should be able to duplicate it in just about any graphics tool that supports png.

BTW:
"I need a method that will work on any browser."

is a requirement that guarantees there is never going to be a complete solution, because there is no such thing as code that works the same on ALL browsers.  This will work for most modern browsers, but some older browser have limited support for png and transparency.
