Attachment option is disabled

Hi Experts,
I am working on a Outlook Form.  In the form there is an option to attach a file.  But my Attachment icon is grayed out.  Is there a way to enable it?  See my screenshot attached.  Please try to help.  Thank you very much in advance.  Thank you.

Hi,

The form you developped is using a custom ribbon with VSTO? (or at least this it seems to be) In this case you may not initialized it properly - see here some samples: Making a Custom Ribbon Appear Only for a Custom Outlook Form

In this case did you start from the correct class form (message)?... check also in All fields\All Mail fields if "Message Class" is IPM.Note.

Your Outlook is "stand-alone" or is inside an Exchange Organization?

Could you reproduce the behavior if you create another form based on Message from "Standard Forms Library" and then run it?
