'The connection to Exchange is unavailable, Outlook must be online and connecvted to complete this action'

After a new user has been created with a new mail address/account, we log them onto thier machine, we have a mix of Windows XP & Windows 7, we then open Outlook, select the user and server, after doing so we then get the following message 'The connection to Exchange is unavailable, Outlook must be online and connecvted to complete this action'

Can you ping the Exchange server by its fully qualified domain name?
Few things

1. Is the user applied with Email Address
2. Firstly can he access OWA
3. Is the Outlook issue reproducible to another machine
4. Can you try to create a Outlook profile with GC Name or IP Address

After checking the Excgange server, I notice the attendant service was in a stopped state.so started and this worked
