Well, I wanted to know if there was a way to add an anchor link icon (or some other feature) that would allow client to add anchor links to their wp site.

Yes, but you lead off by asking if there is a programmatic solution.  Are you looking to alter the interface to do something out-of-the-ordinary with anchors or do you just want to add an anchor link button to the visual editor?

Looking for anyway that I can help client add anchor link to wp site.  Not sure if we can install a plugin or if there is already something in wp that lets you do this.

You can install the TinyMCE Advanced plugin as it has an anchor button.

Alternately, you can add the following code to your functions.php file:

function more_buttons($buttons) {
   $buttons[] = 'anchor';
   return $buttons;
}
add_filter("mce_buttons_3", "more_buttons");

Thanks.  Will adding this code create an icon client can click on to insert?  Additionally, I will need this system to provide link url so he can add this to the area on his site that will require the anchor.

One other question.  If we install it and don't like it, can we uninstall it without any problems?

Yes, it adds a button to the toolbar.

Additionally, I will need this system to provide link url so he can add this to the area on his site that will require the anchor.

That's where you may have to do some training.  Both the code solution and the TinyMCE solution simply create the <a name="something"> anchor target in the content.  To link to that, the user would use the normal link tool but manually append the #something to it in the tool.

If we install it and don't like it, can we uninstall it without any problems?

Yes.
