How do you setup and configure a DNS server to be a cache only server?

Yes but how do you currently do name resolution for external sites?  Are you letting root hints resolve or do you forward to other DNS servers that do the work?

Also if you run AD integrated zones and install DNS the AD zones will populate automatically so this would be on a member/non-AD server.
