xlsx download password form problem

There is a link to a excel xlsx file on one of my pages.  It is a password protected spreadsheet so when a person clicks the download button the spreadsheet password form opens behind the browser window, and behind all other desktop forms that are open.  The user thinks that the browser is just locking up, when in fact it's waiting on the user who can't see the pop-up to enter the password for the spreadsheet.  If the user closed or shrank all their windows, they would then see it.

How do I get the excel password window to be the active window when opening from the browser?

Is the password meant so that they can not view the document at all before entering the password or so they can't edit the document without entering the password?

Have you tried a different browser?  It would help to know how it behaves in an alternative browser.

It appears to be working in firefox, opera, chrome, and safari.  It's not working in IE8.

Yes, they have to enter the password before the document is opened.

It is probably the nature of IE8 then..  Not sure what you can do about that.  Is there a reason you didn't test it with a later version of IE?  Not many people are on 8 anymore, unless it is some corporate environment that is forced to use an old browser for application compatibility...
