Remove versioning of excel doc during checkout and checkin

Whenever i checkout and checkin excel files using sharepoint, it asks me for a major and minor version number.

I don't want to assign any version number to the excel document during checkout and checkin.

How do i do that in sharepoint.

Library Settings - Versioning Settings.  Turn off versioning.

When i select the file, I see a drop down with options: View Properties/ Edit Properties/ Delete/ Version History
Delete All Versions/ Delete Minor Versions/ Delete Major Versions.

I don't see any Settings Menu --> List Settings --> General Settings --> version settings
or
Library Settings - Versioning Settings.  Turn off versioning.

How do i get it?

You didn't specify what version of SharePoint, so I'll assume 2010.  Up in the ribbon you should see a tab for Library.  On this tab is where you'll see the Library Settings button.

don't have the ribbon or the options I see in the screenshot.
There is no option as library tools.
Maybe i don't have Admin option


Step by step how do i reach library tools?

If you don't have full access to the library/site, you can't turn off versioning.

I've answered your question on how to disable versioning.  If you don't have proper access, there is no getting around it.
