Windows 8 Metro different for different users

I know windows 8 is very new but I cant seem to find anything on making the metro desktop the same for all users. Kind of like the public folder " desktop"  to where you can put the program you want or links on the desktop for all users. We have different users logging onto the pc. Ideas?

We are using windows 8 pro, and I want to customize the metro apps , make put a file in the default user folder to where they all have the same tiles,  they talk about about an appfolder.bin  file, but how do you create this?
