Script for copy and paste on webpage and to tick check box from CSV/excel file

We need a script that can perform these 2 tasks. Do you know who can you do this?

For action 1, we need to use server side code to detect if the file is there.   Which do you use?  asp? asp.net? php? something else?

For action 2, this can be done with javascript/jquery or your server side code can do this prior to the page loads.  (javascript would perform this after the page loads).   In order to give you the correct js code, we would need to see a sample of the code for the page.

I solved it by making a c# application using webcontrol object.
